User Groups - problem

Members	Hi, I don't know how add user to any user group, for example from members to administrators?? Sorry for my bad ENG ^^

Members	thank's, admin panel dont have option to edit user profile? EDIT: ok minoation, thanks to instruction :) Sorry for my bad ENG ^^
