Good knowledge of HTML, JS and CSS with Notepad++

Web design is not a thing that you can use a software that will make the site for you.

Sublime is nice, https://www.sublimetext.com/3 and for graphics photoshop, illustrator or maybe gimp https://www.gimp.org/ if want a free one.

I assume you mean designing and not developing?  For design I like to use Adobe Fireworks, can't beat it.  I've been using it since it was a Macromedia product.  :)

We use the following tools:
- WeBuilder by Blumentals (Code editor that has everything)
- Brackets (Code editor)
- Paint.net (because its much faster than photoshop)
- Inkscape (for Vector graphics)
- Riot (for additional image compression)
-
Kraken (file compression)
- XnConvert (for massive conversions)

That is about it. Do remember that the tools used do not define if you are a designer or coder. Use the tools that works for you.
