Every page shall belong to a category (unless it is a mini plugin). So to make a dedicated page that would have no comments etc you need to create a category (system or anything else) and create a template for its page (i.e. page.system.tpl). This is best done by copying page.tpl into page.system.tpl. After that play with the template and add/remove as you like.

In your case, however, I would recommend using page list as a portfolio 'page': create portfolio category, make new pages there and customize the list.portfolio.tpl using extrafields to store images and links, as well as titles, descriptions etc. This way you can get something like this: Webdesign Portfolio
