Okay, you can subscribe to Downloads RSS. But as for weekly newsletter, we need a maintainer for this.

Is there plugin for Newsletter in Siena|Genoa. There was one in Seditio - but what about new stuff? Someone heard? |

Depends on what you want. If you want reliable email newsletters you may just as well use MailChimp or a similar service. MailChimp has an API which allows you to synchronize your Cotonti user database with your mailing list in MailChimp. This is something I've wanted to build for some time, but I never got to it. |
