Foren / Cotonti / Support / Forum announcements always on-top?

How come other posts can egt higher up the charts in the forums? Announcments should always be ontop of the forums no matter how much stickeys and other topics are posted. How can i get this fixed so that the Announcement topics are always on the top of the forums
