Your are right. deactivating UAC, might solve the probs.
But I think like a normal user. And they think the most time: Install, run and work/play.
They dont have the time or wont go deep into the stuff to solve problems.

1. Vista might "crash" OR Webserver "crash"
2. Huge entering in MySQL DB WILL crash Server

Test System:
AMD 4000+
MSI Nforce4 Sockel 939
2GB Ram (Dual Channel)
120gb HDD SATA2
Vista Ultimate 32bit inkl SP1 and all updates
Apache/Php5/MySql everything up2date and are installed by hand.


Fixes:
No fix yet aviable. The reason is quit simple. Its because of Vista.
Vista has a special Admin part, which "normal" users can't enter to make some changes in System, Apache and MySql have some problems to work.
Xampp from Apachefriends.org has the same problems. Installed by hand or with the installer.
To get everything working perfekt I recomment to use following OS ( i tested every OS in list!)
- Linux ( Tested only OpenSUSE 11.1)
- Win2k/2k3 ( Testet with Workstation and Server versions!)
- WinXP Pro ( inkl SP3 AND all updates! )]]>
