Copy all language files and change the language code to yours.
eg. for Dutch: admin.en.lang.php --> admin.nl.lang.php

Translate all text after = between the brackets
Don't change/translate text before =

To know which files see another language package. eg. http://www.cotonti.com/locales/polish_langpack
