It can't be done using existing functionality. However I did recently commit a change allowing administrators to register new user accounts (normally a logged-in user can't register). The work-in-progress version (not yet available) of the Bootstrap admin theme has a built-in registration form, allowing administrators to create new user accounts from the adminpanel.
