If your parents wont let you download anything, maybe you downloaded fatal viruses in the past?
Anyway, You cant run a website without downloading abilities. Well, you can, but, not very well. |

You should tell your parents that because they prohibit you from downloading anything they impair your personal development. They should not prevent you from trying to install software, because it's something you have to learn too. If they are afraid of you breaking anything, they should give you a pc of your own and let you fix it yourself when you break it. Thats the best way to learn stuff like this.
