I have a suggestion for the forums. For seditio i wrote up a core hack (see here: http://www.wddb.com/...) which allowed you to create a topic, and it will be displayed at the top of every forum.
It's used in just about every major forum system. I personally used it for topics such as forum rules, important announcments, etc. As it stands i dont believe this could be made into a plugin due to not enough hooks in the core, so my suggestion is to simply just add it to the core itself. what do you think?  We are what we repeatedly do. Excellence then, is not an act, but a habit.
