I suggest:

1. Create new tags {PAGEADD_FORM_PFS_XXXXX_USER} and {PAGEADD_FORM_PFS_XXXXX_SITE} witch will be display link to pfs popup (this user or site) and return selected link in field XXXXX (EXTRA1, MY_OWN_FIELD, etc). It is easy.
Do same for EDIT ({PAGEEDIT_FORM_PFS_XXXXX_USER} and {PAGEEDIT_FORM_PFS_XXXXX_SITE})

2. Remove pfs addons for tags _FORM_URL and _FORM_TEXT and place new tags in skin after.
For example:
{PAGEADD_FORM_TEXT}<br>
{PAGEADD_FORM_PFS_TEXT_USER} | {PAGEADD_FORM_PFS_TEXT_SITE}
It is more flexible - we may use css for link to pfs and remove link to pfs in selected area (comments for example) without disable pfs completely.
