Forums Improvement

Team Bedankt: 1 tijd	While I'm not the one to shout whether forums should be a plugin or not I still want to add two of the three most asked things in seditio/cotonti forums: - attachments (absolutely no reason this shouldnt be core) - topic subscriptions (absolutely no reason this shouldnt be core!)
