This does not do the trick!

# Kort : location is no category.
however, you can use blocks like
<!-- IF {PHP.z} == "page" AND {PAGE_CAT} == "culture" --> 
{FILE "skins/lorem/inc/culture.tpl"} 
<!-- ENDIF -->
definitely not a 100% good solution but it might help you out
