Uhm, think it would be better if it's an automated function.
I mean, what if you're site has hundreds/thousands of members? then it would be a lot of work to select the inactive mebers. Think it better to have options to edit the time period, which groups, etc.. so bassically you will have the welcome message function, and below that the options for reminder mails..
Or two options in the config area

}
ect...
