You don't need to register your site. You need to regeister AT your site to become admin of your site.
First user that register at your site is admin.

# activebiz : also, I downloaded/uploaded the latest version, but assumed [since sql files are only patches, that I had to take the 6.3 sql file = gives the following error: 2009-12-14 00:54
Fatal error : SQL error : Table 'coton.sed_config' doesn't exist

Have you imported the "cotonti-0.6.3.sql"?
If you do a fresh install you need to use the "cotonti-0.6.3.sql".

In /datas/config.php you need to be sure all things are filled in.
I guess you forgot $cfg['mainurl']
