For seditio i wrote up a core hack (see here: http://www.wddb.com/...) which allowed you to create a topic, and it will be displayed at the top of every forum. It's used in just about every major forum system. I personally used it for topics such as forum rules, important announcments, etc. As it stands i dont believe this could be made into a plugin due to not enough hooks in the core, so my suggestion is to simply just add it to the core itself. what do you think?
