I'm just back home from a vacation and ready to reply to some posts here.

Our system administrator reported huge packet losses while transmitting from the Hetzner datacenter a few days ago, so I suppose such long requests were caused by that. Currently data loss is about 10%. So it shouldn't load static resources for several seconds anymore. As for global.js, it may be generating for up to 10 seconds or so sometimes (only when it needs to regenerate the cache because of changes in js/css files) because of JS/CSS minification slowness, but this is very rare.

As Gert noticed, this has nothing to do with Siena, this is our host problem.

Added 13 minutes later:

Some static files are still slow to load, these are mostly CKEditor's files loaded via AJAX.

Added 18 hours later:

Found a bug in JS consolidator which results into huge global.js, see this issue.

Added 6 hours later:

Fixed the consolidator bugs, the pages should load much faster now and eat less bandwidth.
