For unregistered users it would probably be best to store it per-session in the cookie or something along those lines. Obviously the requirement places a pre-requisite that the user must register on the site as coding a plugin to give the user full-access without registering or changing the rights to do that could be dangerous and removes the element of tracability and trackability.
