Some time ago trustmaster make multicat plugin
I think that this plugin need be included into core, but with some changes:
multicat use no extra field but defailt cat field
And user choose the category in witch he want to see his page by clicking checkboxes or lines in select multiple="multiple"


and i think that it is not right: when admin of page category add page it must automatic validated. But validated only in categories where user have admin rights
