Well the problem you face is when you're using categories in the URL and have pages belonging to multiple categories. It cant work since you have duplicates.

Also you cant be runnig any alias "movers" (checking if alias is in the correct category then move it if it isnt).

It's a good idea though, but needs to be refined a lot.
