footer.tpl houses that for all pages, just like the header holds all the top information.

All pages are built using these files:
Header.tpl
XXXX.tpl(this file changes depending on the page the user is visiting, may be index.tpl, may be forums.tpl, ect..)
Footer.tpl

You may also choose to have custom header and footer TPL files for pages that don't require a banneer of copyright, it's a little more work though. Should you need to do this, let me know and I'll help ya out.
