In Siena: CKeditor is delivered with default package.
Go to extensions in admin. Click on CKeditor and choose install.
Don't forget to uninstall the old one: MarkItUp! 
Also uninstall BBcode Parser.

This should do the trick.
 

In Genoa you need to download the plugin first, upload it to the site, and then install it like I explained above
