Simply remove urleditor.global.php, the file seems to be unnecessary in 0.9.4. If it doesn't help, rename the urleditor plugin directory to something else, and open www.site.com/admin.php. Now you'll get some include warnings, but you should be able to navigate to the extensions section and pause the urleditor plugin from there. This worked for me to get my site back running for further investigation.
