Problems applying themes

Members	Because I don't have access to the server it's hard for me to check the NTFS permissions. In the past I have had scripts which read/write to folders so I don't think folder permissions is an issue to be honest. That screenshot shows a some what grey theme, I'm not sure that the default nemisis theme is supposed to look like that, or is it? But what I don't understand is I have changed the default theme name within the config.php to the "Endless Ocean" (name of the folder within /themes/) and nothing happens. All out of ideas!
