Sends admin a email to let them know a new user has registered on their site. It is configurable.
It is called newuserpm but it sends a email not a pm, sorry i was in a hurry and decided to change it to direct email instead of pm.
Its nice works good if you need this function.

It's preferable to use built-in `cot_mail` function. And sould be cleaned up from unnecessary commented lines.
