Deactivate UAC, then Xampp will work like a charm. Had the same problem when I started using Ultimate. And when you are using version 1.7.0 of Xampp, instal the patch too, this will solve some problems with MySQL.
For Cotonti; be sure to put whole url to the localhost files in the config.php (example: http://localhost/test/cotonti/)
